Omgevingswet
The Municipality of The Hague commissioned us to create an animation about the Omgevingswet (Environment and Planning Act). This Dutch law streamlines and simplifies regulations surrounding spatial planning, construction, the environment, and nature, combining dozens of laws into a single, more accessible framework.
We developed the animation using a clean, flat 2D design style. The result was highly effective in communicating the complexities of this new legislation in an engaging and accessible way. As a fun bonus, the animation was even featured on the popular Dutch TV show Zondag met Lubach.
The Process
We started with the idea of using a book as a central visual symbol representing the source from which the environment and explanation of the new law would emerge. The animation begins with the book opening, and from its pages, the world unfolds. We combined environmental animation to build the settings with character animation to guide viewers through the narrative. This approach helped us present the law in a way that was both visually engaging and easy to understand.
